A Few Words from the Editor
The Christmas Posdas celebration in Los Ayala was a special community event, that was well attended, and enjoyed by all. The play was led by Rosa, an animated leader who kept the crowd entertained. Christmas Carols were sung in English, French and Spanish. Miguel Sillas was introduced to folks as Los Ayala's new Juez, and worked hard to ensure that things ran smoothly... Juan led the Pinata games and ensured that everyone in attendance received candies, adults included.
Lots of folks from Los Ayala attended the New Years Eve Celebration at the Paradise Bar & Grill on Highway 200 just across from the Los Ayala exit to support the hot new dance band called the L.A. Connection. It has always been the dream of Orlando, a Los Ayala local who sings and plays at Pina Loca restuarant in Guayabitos every Monday to raise funds for Los Ayala's elementary school, to form a band. The L.A. Connection plays a funky mix of Roots, Rhythm and Blues. Overheard in the crowd were comments saying this was the best band in Jaltemba Bay, and that the band was GREAT! The crowd danced the night away, and enjoyed the friendly, attentive service of Olly and his staff. The L.A. Connection plays at the Paradise Bar & Grill every Thursday night at 7 p.m.
Upcoming events in Los Ayala to watch out for include the Annual Dessert Buffet & Dance and a Traditional Mexican Fiesta. The Annual Dessert Buffet & Dance is a fundraiser for Los Ayala's elementary school which is set for Friday, Feb. 10th at 7 p.m.. Indeed, this is the sweetest event in town, featuring a HUGE Selection of Mexican, American and Canadian treats. This year attendees will be dancing to the the tunes of the L.A. Connection. The community of Los Ayala will also be hosting a traditional Mexican Fiesta featuring Folkloric Dancers and a Mariachi Band. Los Ayala needs to raise 25% of the monies needed to improve the infrastructure in Los Ayala; a whopping 250,000 pesos! Los Ayala the small town, with the BIG heart and strong community spirit raised the funds for the Town Plaza you see in Los Ayala today. We did it once, and we can do it again!
The Mexican Fiesta will be held in place of the earlier planned "Welcome & Thank You Party for Foreigners" due to an urgent need for the community to raise funds. (See Local News below for more information)
Notable community events in Jaltemba Bay that are must dos, include January Rotary Dinner Dance on January 21st and the Jaltemba Bay Fashion Show on Februrary 21st. Los Ayala experienced some challenges during Christmas break keeping up with the litter on the beach. In addition the recycling baskets in Los Ayala were overflowing (and filled with garbage); a large amount of construction debris was dumped into the estuary, and a sewer line broke on Avenida de Banderas, but fortunately it was quickly repaired.
A couple of folks on vacation in Los Ayala, and a few in the Jaltemba Bay area have advised that their bank card was compromised when using the Bancomer ATM in La Penita... The Bancomer bank machine is generally safe to use (based on 4 years of personal experience) but it is always a good idea to check the machine for any unusual features; and remember to cover pin number with your hand. Seven cans of Nescafe coffee mysteriously went missing from Lola's grocers on Bahia de Banderas.
The surf in Los Ayala was huge on Christmas Eve & Christmas Day... The largest waves seen in years. For the most part folks had fun playing in the water where the waves broke.
If you have not already checked out Las Ranas restaurant on Los Ayala beach, you should... Personally I can recommend the dining and the service. The prawn dishes are terrific, as are the guacamole and Mexican salsa... The margaritas are terrific! Check it out!

The Latest News from Romy Mora, Regidor Jaltemba Bay
First off the eight inch sewer pipe which runs through Los Ayala from Villas del Tropico along the center of Bahia de Banderas and up to the pumping station in the area of Vista Guayabitos, is slated for immediate replacement. The eight inch pipe of thickness R26 which was installed in 2000 is too, narrow for our communities requirements and it is also too, thin. The piping runs under the median in the center of Bahia de Banderas, and the roots of the trees are squishing the pipe and causing leaks. Over the past two to three years we have experienced a few breaks and leaks, and they have recently become more frequent. The new piping will be routed down Avenida Bahia de Jaltemba.
The need to replace the pipe is URGENT, and the cost for this project is estimated to be 1 million pesos (~ $100,000 dollars). The pipe is to be replaced with a 12 inch pipe and upgraded to the R32 thickness, which means the piping should last for twenty years instead of the standard nine years of the currently installed piping. Replacing the piping has taken priority over the road improvement project in Los Ayala, and needs to be done before any work on the roads begins.
BASIC FACTS:
Neither the municipal or the federal government has enough funds to finance the project. Romy met with officials (The Director of Sedesol) in Mexico City with a letter and petition in hand from the President of Compostela supporting the request seeking permission to have the project financed by the 3 for 1 program. As infrastructure is a basic service which needs to be provided, the Permission was granted. The federal government will cover 25% of the cost; the state (Nayarit) government will cover 25% of the cost; the municipal government will cover 25% of the cost, which leaves the people of Los Ayala in the position of having to raise 250,000 pesos, soon.
THE HOW TO:
Romy advised that in the year 2000, all property owners were assessed 2300 pesos to help fund the current infrastructure, and a similar approach will be taken this time around. I asked Romy what happened with the property taxes from the hotels and bungalows in Los Ayala and I was advised that all these monies, including those from Los Ayala were going towards funding the proposed Malecon in La Penita. (More on that later) In brief, property owners and hotel owners will be assessed to help with the projects, everyone will be asked for donations, but that will probably still not be enough to raise 250,000 pesos.
For that reason, Romy (our Regidor) and Miguel (our new Juez) will be hosting a Mexican Fiesta on January 27th in a quest to raise sufficient funds to have the infrastructure piping in Los Ayala replaced. Again it is of an urgent nature and needs to be done... Watch for more event details and updates to be posted on the Upcoming Events Page, and on the Jaltemba Bay Folk, Jaltemba Jalapeno, the Jaltemba Sol, and Magical Los Ayala's Facebook page.
JALTEMBA BAY'S CHALLENGES WITH THE WATER AND WASTE WATER DELIVERY SYSTEMS:
The new director of Siapa, Julio Gonzales who oversees the municipality of Compostela told Romy that the government has spent just $100,000 pesos on upgrading the infrastructure in the city of Compostela with a population of 21,000 with minimal problems, and over 60,000 pesos on repairing leaks in the infrastructure in Los Ayala, with a population of just a little over 400 persons and advised Romy that it is just like throwing money away. The drainage piping needs to be replaced (period). Julio Gonzales is from Tepic, who Romy has every confidence in.
Romy also has the highest of confidence in the new boss of Siapa for Jaltemba Bay (Based in La Penita) who is an engineer with a background in welding. His name is Gabriel Meza.
Initially, Romy was a little worried that the community of Jaltemba Bay may be short shifted, because Gabriel Meza does not live in the Jaltemba Bay area. However, she advises that he has overcome all of her concerns, by patiently answering all her questions and instilled her with a new confidence in the future of Jaltemba Bay and planned improvements in the infrastructure.
OUTCOME:
With Gabriel Meza assuming the helm at Siapa in La Penita, several employees were let go. Unfortunately someone or some persons have been tampering with the pumps and the power to the pumps in Jaltemba Bay, and at the time of writing Romy advised me that only 3 of 12 pumps in Jaltemba Bay are working. (The pump in Los Ayala; one in Guayabitos, and one in La Penita are working at full capacity.)
Gabriel has advised Romy that he plans to replace all 12 pumps in Jaltemba Bay in the near future.
With respect to financing, Gabriel Meza spoke of the vicious circle that has arisen in the community of Jaltemba Bay in that folks refuse to pay for water because they don't receive enough of it, which in turn makes it challenging for Siappa to service the community because they don't have enough funds to pay the CFE bill. Nevertheless Gabriel advised Romy that he feels Siappa has to deliver service first, to win back the confidence of the community and he plans to start by replacing all 12 pumps in Jaltemba Bay.
Next are plans to have a new "Well" built which will provide water solely for the communities of Los Ayala and Guayabitos. The existing well will serve the community of La Penita.
RECENT HISTORY
In Los Ayala the pumping station overflowed in September when the CFE bill was not paid by Siapa, and again in late November. Although the CFE bill was paid, problems at the Los Ayala station were experienced again in November and during Christmas break. My understanding of the problem is that when the power to the pumping stations was cut off by the CFE, the material at the Guayabitos pumping station is set in reverse, and the outgoing material collides with the incoming material creating blockages, which resulted in the system overflowing.
IMPORTANT NOTES:
Without these urgent repairs and upgrades to the Sewage System in Los Ayala, it is possible that limits may be placed on the population growth and that of the tourism industry as well, which will impact not only the Hotels and Bungalows, but also property values and the economic health of the current population, not to mention the health risks resulting from these reoccurring episodes of escaping Sewage into our streets, estuaries and if the existing infrastructure is not replaced, during the rainy season no doubt we will experience overflow onto our beach.
WHAT CAN I DO?
Firstly, if you have not already brought your Water bill up to date, DO THIS IMMEDIATELY, Secondly, if and when you are approached as a property owner to pay your assessed share of these upgrades, DO SO WILLINGLY, even if you only have a lot that has no building on it these changes can do nothing but preserve and increase your property's value. Lastly let's have every one, property owners, business owners and tourists alike show their most generous intentions by attending and supporting all of the events and fund raisers put on to help fund this very important project.
Malecon in La Penita
Romy reported that work on the proposal to bring the Malecon in La Penita to a reality, has begun. The Federal government will be financing 50% of the project, and the municipal government will finance the other 50%. She also advised that taxes collected from Hotels and Bungalows in all of Jaltemba Bay will be used the finance the project.
That said it is a long term project. Permits are required, concessions need to be granted by SEMERNAT, and old houses on the beach in La Penita need to be torn down.
Los Ayala Roads Update
Romy says the roads south of Bahia de Banderas will be paved with interlocking brick, but not before the infrastructure and sewage issues have been resolved. Work needs to be started ASAP, or Los Ayala will have to wait another year for road improvements. Romy, advises that work will begin on replacing the piping as soon as our community raises the first 150,000 pesos.
Recent Challenges
The Pumping Station located at the corner of Avenida del Coral and Avenida del Estero overflowed in the area of Avenida Coral and the estuary but quickly repaired once the CFE bill was repaired. A second issue has been fixed, but not sure if this is for the long term.
Los Ayala experienced some challenges keeping up with the litter on the beach during the busy tourist season. The recycling baskets were overflowing, some debris was dumped in the estuary, and a sewer pump broke on Bahia de Banderas during the Christmas Season, but fortunately it was quickly repaired.
Regidors Meeting
Romy Mora, will be hosting a meeting for the The Regidors in Compostela at her home, this week. Agenda items of priority include cleaning the towns and beaches, street and beach vendors, and introducing fines for non-compliance.
PET Program
Romy was once again awarded leadership of the PET Program (Temporary Employment Program to Clean the Beaches) and is overseeing the PET Program for La Penita, Guayabitos, La Colonia, Los Ayala, and Chacala Beaches. Ninety-thousand pesos is allocated for each community, and workers are hired during for the winter tourist season to clean the beaches, and time permitting the streets in town. Romy advised that their was no funding for the program this fall, and as a result more litter than usual, was experienced seen on the beach and in town. The program lasts until the funding runs out.
SEMARNAT, awarded Romy the leadership of the committee for La Penita because of the exemplary manner in which she administered the past PET (Programa de Empleo Temporal - Temporary Employment Program) for Los Ayala; following the rules and regulations, and adhering to the all the program guidelines.
As a result the communities of Los Ayala, Guayabitos, La Penita, La Colonia and Chacala will be benefit from this program, this year. The program is scheduled to start at the end of January. This program provides employment to local persons in need of work in Los Ayala, El Monteon, La Joya, Guayabitos, La Penita de Jaltemba and La Colonia and everyone in the community benefits with cleaner beaches. Way to go, Romy!
Ignacia Chavez Rodriguez, or simply Nacha as she is known in Los Ayala, will lead the program in Los Ayala.

One of the vacation accommodations in Los Ayala that was fined by CONAGUA for not having registered their well,has reportedly won their case, and will not have to pay the substantial fine in the order of ~ 287,000 pesos.
