Semarnat Pet Program
On August 19th the bosses from Semarnat came to Los Ayala to attend a meeting to finalize the program of temporary employment. The meeting was well attended and included Romy Mora, Juez of Los Ayala; David Rivera Bernal (dressed in the orange polo shirt) who heads the program for the state of Nayarit; the head boss from Mexico city; and the boss who is in charge of the federal zone for the state of Nayarit.
At the meeting it was agreed to have all the restaurants on Los Ayala beach lined up to the federal zone boundaries, in order to provide Los Ayala with a wider, cleaner beach.
The group hoped that it would be possible to bring the beach cleaning machine from Rincon de Guayabitos to Los Ayala beach, for one or two days per week. However, it was decided that this is not a practical solution as Los Ayala beach is not wide enough to accommodate use of the machine, especially during the tourist season when the beach can be highly populated. So the planning continues on the best way to keep Los Ayala beach clean.
Los Ayala Roads...
The heavy rains of August were very hard on the streets of Los Ayala, and the roads in town look worse for wear; worse in fact than anyone can remember for many years. The normally quaint sand streets are riddled with huge pot holes and deep tracks gouged in by the rain.
Madre Perla is being called "Rio Perla", as during the heavy rains the road resembled a river and flooded the lower roads which became a muddy lake. Residents in the lower area had to deal with traversing through water 2 feet deep and when the waters receded, through mud 1 feet deep... Many homes and bungalows in the flat areas of Los Ayala were flooded. Madre Perla has trenches 2 - 5 feet wide and 3-4 feet deep in some spots, and small rivers running on either side of the road. With each successive rain, the trenches resemble small fast flowing rivers, which flood the lower roads of Los Ayala, again.
Romy Mora, Juez of Los Ayala has convinced the "Powers that Be" to donate the use of a "Grader" including the cost of labour to level the streets of Los Ayala. Meanwhile Romy is hard at work collecting funds from all residents to pay for the fuel for the "Grader" which will go towards repairing the roads. At the time of writing some road work has begun already, and work crews are hard at work digging trenches on the sides of all streets to divert the water flow - but much more work is needed. If you are a resident who is not currently in town, the initiative to donate some funds would be truly appreciated... Please contact Romy Mora, Juez of Los Ayala.
Everyone is hopeful that the funding to pave another of Los Ayala's streets with interlocking brick, will come through this year. Last year, the beach road "Coral Avenue" was paved with interlocking brick, and it is perfect for walking, cycling and driving; and it remains in perfect condition despite the heavy rains.

Event planning has begun for the upcoming winter tourist season, and exciting events in the works include
"A Celebration of June in October"; and the"Celebration of the "Bicentenial of the Mexican Revolution" on November 20th...
This December, the community of Los Ayala will be hosting several "Christmas Posadas" and bringing back the popular band "Deja Vu" for a concert in the Town Plaza.
The main event and a "First" for Los Ayala, will occur in in the New Year, will be a week of celebrations focusing on Mexican Culture. "Cultural Week" scheduled to take place around the third week of January and promises to be an exciting week full of extraordinary experiences!

What Happened in Los Ayala on
Saturday, Aug. 28th?
Two related incidents which involved gun shots being fired occurred in Los Ayala on Saturday, August 28, 2010.
Reports in the press and the talk in town related the news that gun shots were fired; tourists kidnapped; and that the incident is related to a drugs. However, there are no facts to date that we know of, to substantiate that the incident is related to drugs... Of course, the community of Los Ayala is worried that the the incident; in particular the rumours will effect tourism. So we asked Romy Mora, Juez of Los Ayala to write a report relating the incident...
The Facts As We Know Them...
On Saturday, Aug. 28, 2010 at approximately 5:30 p.m. a group young men were drinking at Palapa Santos in Los Ayala. The men were tourists, under the influence of alcohol and were being rude to a waitress.
The waitress asked the group to leave the restaurant; advising that if they did not leave, she would call the police. One young man became angry, pulled out a gun and began shooting at the sky. Several people and children in the immediate area, were afraid, and went in the Hotel Quinta Minas seeking safety.
Later that evening a group of young men, driving 6 or 7 late model trucks entered the area by driving in from Madre Perla and Bahia de Jaltemba, turning towards the Town Plaza and on to Avenida del Coral. They parked the trucks in front of the Quinta Minas Hotel. The group of young men, who the police think were tourists from Guadalajara exited the trucks and began shooting at the sky and at bricks in the ground. They entered the Hotel Quinta Minas, looking for one particular person; and as they did not know where this person was, they entered several different rooms in the hotel, breaking doors and windows; until they found a group of 5 or 6 men who they took with them.
The individuals taken were later released, unharmed. The police think that one person may not have been released and suspect that the incident involved repayment of a monetary debt.
The individuals returned to the hotel; and promptly took off, leaving the hotel vacant. The tourists, who were part of the group involved in the first incident, were kicked out of the Quinta Minas hotel earlier in the evening, when the police arrived. The Quinta Minas Hotel had no involvement in the incident, other than the misfortune of being the site of the incident.

Fruit Vendor Carts on the Beach
Fruit vendors using carts to sell their wares were allowed to carry on with business as usual on Los Ayala beach for the duration of the summer tourist season.
Meanwhile, SEMARNAT and PROFEPA have agreed to reach agreement on the whether "Fruit Vendor Carts" will be limited and/or banned from the beach; or not by the end of September.
Well Registration
The parties involved visited the capital city of Tepic, to propose a solution and state their case on the fines levied for businesses in Los Ayala with non-registered wells on their property.
The proprietors argued that fines levied were unaffordable. However, they were advised that the fines will stand as levied.
Nevertheless the parties involved intend to continue to challenge the fines, and are planning a trip to Mexico City to further state their case..
Los Ayala's Elusive Crocodile
The crocodile residing in Los Ayala's has yet to be captured. Unfortunately, some tourists and locals have taken to feeding the crocodile on a regular basis; rendering the baited trap ineffectual.
Until the crocodile is captured, everyone is advised to keep their distance from the estuary; and to avoid swimming near the estuary when the waters of the estuary are high enough to overflow into the ocean.

Town Plaza Inauguration
The inauguration of Los Ayala's Town Plaza has been delayed because as beautiful as our Town Plaza is; it is not quite finished!
Romy Mora, Juez of Los Ayala has refused to sign the final papers which would allow for the inauguration of the Town Plaza to take place. She has refused to sign the required papers, because the original plans for the Town Plaza, included two fountains and three statues. Two of the statues were to be dolphins and the other statue was to be a turtle; representing the state of Nayarit.
The fountains and the statues were not delivered as promised because the construction costs for the Town Plaza were much higher than originally estimated. So our "Juez" is holding out for "The Works", as the community of Los Ayala worked very hard to raise funds for the Town Plaza; as envisioned in the original plans.

Los Ayala Community Meeting
Romy Mora, Juez of Los Ayala advises that on September 3, 2010 a meeting was held to discuss the incident which occurred in Los Ayala and providing a safe community. The meeting was attended by; the "Second in Command" of the State Police; members of the Municipality including Secretary - Jesus Torres - the Juridico; the boss of "Desarrollo Urbano y Ecologia" - Pablo Ibarria; the boss of Tourism in Compostela - Leonel Mahuatzin; all the commanders of the local police; Romy Mora Juez, who was also representing the Hotel & Bungalow Association of Los Ayala; and the President of the Eijdo, Pancho Zuñiga.
The incident involving gun shots which occurred in Los Ayala last Saturday, was discussed and concerns were expressed about its possible effect on tourism.
Concerns were also expressed about a perceived slow response time for the local police to answer calls and respond to calls. It was agreed that their needs to be clarification of duties amongst the Municipal, Tourist and Civil Protection police.
Attendees also agreed that more police are needed in Jaltemba Bay. It was suggested that their should be at least 2 police on duty at all times in Los Ayala; 6 in Rincon de Guayabitos; and 10 in La Peñita de Jaltemba. The possibility of the local police working together with the Marines, when necessary was discussed.
Other topics included limiting the hours of the Discotheques and enforcing a 2:00 a.m. closure time; and not permitting drinking in the streets. With respect to drinking in the streets it was agreed that it should be left up to the police officers judgment; as their is a large difference between a couple quietly walking with a drink in hand, as opposed to a large group of people under the influence of alcohol - with a cooler in hand, annoying everyone surrounding them.
Another meeting is scheduled to take place in two weeks time, this meeting will be attended by the Main head of Nayarit.
